Contractor/Supplier Licenses, Certifications and Permits 

For purchases in which the Contractor/Supplier is required to hold a specific license, certification, permit, etc., departments are responsible for ensuring that these requirements are listed in the technical specifications of the solicitation. If a solicitation isn't needed, specific requirements must clearly be communicated with Contractor/Supplier and documented before submitting the requisition. 

If a question arises as to whether a license, certification, permit, etc. is required for the scope of work, it is the department’s responsibility, as the experts in the matter, to contact the appropriate external agency for clarification. Correspondence should be in writing for documentation purposes. 

Validation Process

  1. During the bid evaluation process, all required licenses, etc. will be reviewed and validated by the department. The department must send evidence of validation to LSU Procurement in order to move forward with award.
    • If an online database exists, it is acceptable to validate these documents online.  
    • If an online database is not available, the department shall assume responsibility for the validation process with the specific agency or entity that the license, etc. was issued by.
    • Should the Contractor/Supplier not possess the required documentation, or the documentation cannot be validated, LSU Procurement reserves the right to reject the bid and award to the next lowest bidder who meets the requirements.
  2. Departments are to revalidate the required licenses, etc. prior to any renewal term of a contract, if applicable.
  3. If the Contractor/Supplier or any of its employees assigned to the contract are found to be without the required license, etc., they shall be removed from contract until sufficient documentation has been provided.
